"Washington, DC - Hallmark/Westland Meat Packing Co., a Chino, California, establishment, is voluntarily recalling approximately 143,383,823 pounds of raw and frozen beef products that FSIS has determined to be unfit for human food because the cattle did not receive complete and proper inspection. Through evidence obtained by FSIS, the establishment did not consistently contact the FSIS public health veterinarian in situations in which cattle became non-ambulatory after passing ante-mortem inspection, which is not compliant with FSIS regulations.
 
"Such circumstances require that an FSIS public health veterinarian reassess the non-ambulatory cattle which are either condemned and prohibited from the food supply, or tagged as suspect. Suspect cattle receive a more thorough inspection after slaughter than is customary.

"This noncompliant activity occurred occasionally over the past two years and therefore all beef product produced during the period of time for which evidence indicates such activity occurred has been determined by FSIS to be unfit for human consumption, and is, therefore, adulterated.
 
"This recall is designated as Class II due to the remote probability that the beef being recalled would cause adverse health effects if consumed. FSIS made this determination because the animals passed ante-mortem inspection but should have been identified as suspect requiring additional inspection after slaughter to determine if there is evidence of disease, injury, or other signs of abnormalities that may have occurred after ante-mortem inspection.

 
"In July 2007, FSIS issued a final rule “Prohibition of the Use of Specified Risk Materials for Human Food and Requirements for the Disposition of Non-Ambulatory Disabled Cattle.” This rule requires that a case by case disposition must be made by an FSIS Public Health Veterinarian for every animal that becomes non-ambulatory disabled (“downer”) after passing ante-mortem inspection.

"The products subject to this recall were sent to wholesale distributors nationwide in bulk packages and are not available for direct purchase by consumers. All products subject to recall bear the establishment number “EST. 336” inside the USDA mark of inspection. The products were produced on various dates from Feb. 1, 2006 to Feb. 2, 2008. Companies are urged to check their inventories and hold the products until the recalling firm makes arrangements for final disposition of the products.

- Various weight boxes of “WESTLAND MEAT CO., PACKED FOR JACOBELLIES SAUSAGE CO., 74/26 GROUND BEEF.”

"Some of the Westland Meat Co. branded products were purchased for Federal food and nutrition programs and, since Jan. 30, 2008, USDA has had an administrative hold on all products from Westland Meat Co. in all of these outlets including, in the National School Lunch Program, the Emergency Food Assistance Program and the Food Assistance Program on Indian Reservations.
Based on this Class II recall, officials of the Food and Nutrition Service and Agricultural Marketing Service will work closely with State food and nutrition officials to minimize any disruptions caused by the removal and disposal of recalled Westland Meat Co. products.

USDA Makes Nation's Largest Beef Recall

"The U.S. Department of Agriculture on Sunday recalled 143 million pounds of frozen beef from a Southern California slaughterhouse that is being investigated for mistreating cattle.

"Officials said it was the largest beef recall in the United States, surpassing a 1999 ban of 35 million pounds of ready-to-eat meats.

"The federal agency said the recall will affect beef products dating to Feb. 1, 2006, that came from Chino-based Westland/Hallmark Meat Co., which supplies meat to the federal school lunch program and to some major fast-food chains.

"Officials estimate that about 37 million pounds of the recalled beef went to school programs, but they believe most of the meat probably has already been eaten. There have been no reported illnesses linked to the beef at any of the schools.

""We don't know how much product is out there right now. We don't think there is a health hazard, but we do have to take this action," said Dr. Dick Raymond, USDA Undersecretary for Food Safety."

They are recalling meat 1-2 yrs old ! Hopefully that is not still in freezers. Also the packaged blood. That goes into pet food.Or is made into canned gravy. Yum ! Angry

Is this meat that is 1-2 yrs old periodically defrosted and washed with bleach and then re-frozen so it will keep for longer periods til it is all then sold eventually? WTF - how long can meat be frozen/kept - forever?

How widespread are these 'downer' cattle? Are people consuming "mad cow" meat and not being told til now about it? No wonder other countries have refused the meat after testing it before letting it enter their countries.....And yet we do not demand accountability of our own meat packing/processing plants right here.

Q. "What must be done with any Hallmark/Westland products or processed items containing Hallmark/Westland products in the Federal food and nutrition programs?

A." Any Hallmark/Westland Meat Packing Co. products in the Federal food and nutrition programs, or its derivatives, must be destroyed and cannot be used or reconditioned for human consumption. All disposal methods must be fully documented regarding type of product and destruction method and witnessed with two signatures. Entities holding 50 cases or less may destroy the product on-site by rendering the product unfit for human consumption according to destruction guidance from the State or local health authority. Quantities greater than 50 cases must be taken to a landfill, incinerated, or sent for inedible rendering. FNS has provided destruction verification forms to all affected States."

So while it's not fit for "human consumption", it IS fine for PF via rendering.

menusux the ending comment that this be rendered  unfit for human consumption as we all know what that means - look out pet food here this 'mad cow' meat comes!! For sure only Organic canned for my dog to supplement the home cooking as I've been doing since the recalls. But there is also the question as to why don't they show this being destroyed on television so we can all see this is being done but that won't happen cause they can't add it to the pet food with everyone watching now can they if its all destroyed. Why oh why we will never believe any of this corporate mumbo jumbo when its been spewed out as the toxic garbage so many times already we are all wise to it. At least the people on this forum anyway.

MarySmith already eaten by us and our pets too! Just how much more is out there? Remember they just recalled this 140 million pounds so some is still bleach washed and frozen ready to eat. YECH!

       Q. Can the recalled product in the Federal food and nutrition programs be further donated or used as pet food?

A. No. The Federal food and nutrition program product must be destroyed by placing it in a landfill, incinerating or by inedible rendering

     A search to find out what "inedible rendering" actually was produced this explanation -


      "The inedible rendering plants produce tallow and grease, which are used in livestock and poultry feed, soap and production of fatty acids."

Just saw the video of crippled cattle being shoved around with a fork lift.

According to the news story, the meat was used for school lunchs and welfare food programs.  What is wrong with these people at Westland?

The report of no illnesses really means little---- IF the cows were down because of mad cow and they were mixed in the human food supply and were eaten, it is going to be years before this shows in humans----so what if no illnesses are reported now---e.coli now vs mad cow in 20 years----take your pick!!!

Shame on ALL involved---from the owners to all the workers that were involved----Another example of greed-noncompliance-lying-
