I think it would make a great CAT toy.  At 4-1/2 inches diameter and with soft stuffing, it could easily be swallowed by a dog as they like to carry everything in their mouths rather than batting it around.  (I have to keep the cat balls away from my dogs).   

I'm going to try one for my cats.
