How serious is this as it seems to really affect admin. systems more so than others ----

Well, if you're able to install programs on Windows, you're an administrator. I'd strongly recommend getting the update to correct it. Most Windows machines will automatically install updates, and then hold up your computer forever when you shut it down - if your computer doesn't do that, you'll need to install it manually, like that link says.
